Alongside the FIFA Disciplinary Code, UEFA regulations<\/strong> also reaffirm the non-derogable obligation<\/strong> to participate in official matches according to the approved schedule.

In international sports law, the duty to play official matches<\/strong> constitutes a systemic obligation<\/strong>.
Its violation is not only a disciplinary offense but also a threat to competitive balance<\/strong> and the credibility of the global sporting order<\/strong>.
FIFA, as a supranational entity, protects this principle in order to preserve equality among federations<\/strong> and the certainty of sporting outcomes<\/strong>, which are essential elements of the legitimacy of professional football itself.<\/p>\n\n\n\n

Therefore, even when extra-sporting motivations<\/strong> appear to justify a refusal to play, international sports law imposes a clear limit<\/strong>: decisions must be made by the competent governing bodies<\/strong>, such as the FIFA Disciplinary Committee<\/strong> or the UEFA Executive Committee<\/strong>, which are the only authorities empowered to order suspensions or exemptions in exceptional cases.<\/p>\n\n\n\n

In light of the regulatory framework, sporting boycotts<\/strong> cannot be interpreted as acts of free expression, but rather as violations of the regulatory obligation to participate<\/strong>.
Only an official decision by FIFA or UEFA<\/strong> can legitimize the non-dispute of an international match without disciplinary consequences.<\/p>\n\n\n\n

In the absence of such a measure, failure to appear on the field<\/strong> constitutes, in every respect, a sporting offense<\/strong>, punishable by forfeit, fines, and additional measures<\/strong>.
